India: Strong pool, fluent technical English is common (education system), but varies by city (Bangalore > Tier 2 cities). LatAm: Spanish-English bilingual is standard; full-English pool is smaller. Eastern Europe: Excellent English, especially in tech. Philippines: Good English, some accent variation; education system emphasizes English. India and Eastern Europe have the deepest fluent-English talent pools.
How often will you need to travel to see your team?
India: Founders often visit annually; visa and jet lag are real but manageable. LatAm: Close to US (shorter flights), easier visa, lower cost.
